The European Commission has initiated a review of anti-dumping measures regarding the import of certain types of hot-rolled flat products made of cast iron, non-alloy or other alloy steel produced in Turkey after their expiration date. This follows from a request submitted by the European Steel Association Eurofer on behalf of the EU industry on April 1, Kallanish notes.
The products are currently subject to final anti-dumping duties. They apply to flat rolled products made of cast iron, non-alloy steel or other alloy steel, both in rolls and without them, including cut-to-length and narrow strip rolled products that have not been further processed, except for hot-rolled, and not clad, not electroplated.
Currently, products are subject to the CN codes. 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 00, 7208 54 00, former 7211 13 00, former 7211 14 00, former 7211 19 00, former 7225 19 10, former 7225 30 90, former 7225 40 60, former 7225 40 90, former 7226 19 10, former 7226 91 91 and former 7226 91 99.
Stainless steel, electrical steel with granular silicon, tool steel, high-speed steel and some heavy plates are excluded from the scope of application.
Interested parties have 37 days from the date of publication of the notification in the Official Journal on July 6 to submit their comments, while manufacturers and unrelated importers wishing to participate in the sampling must provide the requested information within seven days. After that, the selected parties will have 30 days to send the completed questionnaires.
The Commission usually expects the investigation to be completed within 12 months, but in any case no later than 15 months after the publication of the notification. Pending the results of the inspection, the existing anti-dumping duties will remain in force.
